Joe Dominguez has served as Vice President of Administrative Services at ÓÕ»óÂÜÀò (LACC) since August 2022. In this leadership role, he is responsible for managing the college’s $82 million annual operating budget and overseeing the $820 million bond-funded capital improvement program. He provides executive oversight for a wide range of administrative and operational departments, including Fiscal Services, Campus Safety & Security, Human Resources, Payroll, Information Technology, Purchasing & Procurement, Information Technology, Business Services, Maintenance & Operations, Facilities Events & Planning, College Bookstore, School Bond Construction Program.
Since joining LACC, Vice President Dominguez has championed initiatives focused on fiscal transparency, enhanced campus safety, improved service delivery, operational efficiency, and technology-driven process improvements. His efforts have strengthened fiscal stewardship and led to strategic investments in campus infrastructure, all in support of student success.
Beyond the college, Vice President Dominguez is an active member of several professional organizations, including AACBO, ACCA, CASBO, HACU, and the Hollywood Chamber of Commerce, where he contributes his expertise on various committees.

Dr. Dones holds a Doctorate in Educational Leadership with a specialization in Community College Policy and Leadership, and a master’s in education. As an ALIVE (Advancing Leadership Institute for Instructional Vice Presidents in Equitable Education) fellow, and National Community College Hispanic Council fellow, Carmen brings a student centered and equity minded focus to her leadership practice, and values trust, respect and inclusion. She is committed to providing opportunities and academic support to diverse students, faculty, and staff through an anti-racist lens. As a collaborative problem-solver, she is a leader with an excellent interpersonal skillset.

Angelica Ramirez received her B.A. in Political Science from Bryn Mawr College in Pennsylvania and her M.A. in Public Administration at California State University Long Beach. She also earned a certificate in Teaching English as a Second/Foreign Language from UCLA. As a former ESL and community college student, Angelica Ramirez has dedicated her professional life to supporting student success by ensuring that students receive quality instruction and support services. She has nearly 20 years of experience in both student services and academic affairs at various campuses with the LA community College District. For the last decade, Angelica has served as an Academic Affairs dean at ÓÕ»óÂÜÀò (LACC), where she is responsible for providing leadership in the planning, development and implementation of the college’s Noncredit, Adult Education and short-term noncredit Vocational programs.

Prior to working at ÓÕ»óÂÜÀò was a store manager for Home Depot, salesman for Allstate Insurance, and in retail sales. First job was working at a cookie shop. Educational philosophy is that it is a bridge builder that allows for transformative change in people's quality of life and builds a platform for subsequent generations to achieve even greater success. It is an economy driver and engine of change.
